The cumulative average water accumulation was 449 mm. The daily precipitation in Zhengzhou and other five stations exceeded the extreme value since meteorological records were recorded.
At 3 a.m. on July 21, the National Flood Control and Drought Relief Headquarters raised the flood control level III and emergency response to level II, and the Henan Provincial Flood Control and Drought Relief Headquarters raised the flood control and emergency response level to level I. Prior to this, Zhengzhou had evacuated about 100,000 people.

After receiving calls from surrounding people asking for help, it immediately arranged for vehicles to be taken out to the Weihua Building for proper resettlement. At the same time, a love rescue and supply station was set up in the lobby on the first floor of the Weihua Building to provide mineral water, milk and eggs, hot porridge, charging power supplies and other supplies to the evacuees.
